Food packaging helped build the modern grocery store. It also helped create one of the biggest waste problems in the food system.
For more than 100 years, packaging has changed what people eat, how long food lasts, and how companies move products from factory to fridge. Now, with plastic waste under pressure from regulators, brands, and shoppers, the industry is entering another turning point.
1. Packaging moved food from local markets to national shelves
In the early 20th century, food shopping in the United States was still centered on clerks, barrels, tins, and loose goods. Packaging changed that by making products easier to brand, stack, transport, and sell in self-service stores. Cellophane, first developed in the 1910s and commercialized in the US during the 1920s, became a major step because it let shoppers see the food before buying it.
That visibility mattered. Clear wrapping helped sell baked goods, produce, candy, and other items that had once been handled directly by store staff. By the 1930s and 1940s, more packaged foods were moving into chain groceries, and manufacturers were using paperboard cartons, glass bottles, steel cans, and early plastics to stand out on shelves.
Food historians often point to packaging as one of the key tools that made national brands possible. Once a company could standardize a package, it could standardize shipping and marketing too. That laid the groundwork for the supermarket era, where packaged food was no longer just protected. It was part of the product itself.
2. Plastic won because it was cheap, light, and good at extending shelf life
After World War II, plastic spread quickly through the food business. Materials such as polyethylene, polypropylene, polystyrene, and PET gave manufacturers a lighter and often cheaper option than glass or metal. Tupperware became a household name in the late 1940s and 1950s, and disposable plastic packaging followed the rise of frozen foods, snack foods, and convenience meals.
The appeal was practical. Plastic could be molded into trays, pouches, tubs, wraps, and squeeze bottles. It helped cut shipping costs because it weighed less than glass. It also reduced breakage in transit, a major advantage as national food distribution expanded across the US highway system in the postwar decades.
Packaging engineers and food companies also valued plastics for barrier performance. Different layers could help block oxygen, moisture, grease, or light, helping products last longer and travel farther. That supported the growth of modern logistics and big-box retail. It also changed consumer habits, making single-serve portions, grab-and-go drinks, and prepacked produce a normal part of everyday life.
3. The same system that cut waste in stores helped create waste at home
Plastic packaging solved real problems, but it also shifted where waste showed up. Instead of spoilage in stores or breakage during transport, more waste ended up in household trash bins, landfills, and waterways. According to the US Environmental Protection Agency, containers and packaging make up a major share of municipal solid waste, and plastics remain one of the hardest categories to recover at scale.
Recycling never fully kept pace with the growth of packaging. In the US, many food packages are made from mixed materials, colored plastics, films, or multilayer structures that are difficult or uneconomic to sort. A yogurt cup, chip bag, berry clamshell, and frozen meal tray may all look recyclable to shoppers, but they often move through very different systems with very different results.
Public pressure has grown as more states, cities, and companies track packaging waste. Researchers and environmental groups have also raised concern about litter, marine pollution, and microplastics. At the same time, food companies warn that simply removing plastic can increase food waste if products spoil faster. That tradeoff has become one of the central tensions shaping the next phase of packaging policy.
4. The next era is being shaped by recycling laws, refill systems, and material redesign
The biggest shift now is not one single new material. It is a wider rethink of how packaging is designed, used, and collected. Several US states have passed or advanced extended producer responsibility laws for packaging, which generally require producers to help fund or manage waste systems. Maine and Oregon were early adopters, and other states have followed with their own versions.
Brands are also testing simpler package formats that use fewer layers and more standardized resins. That matters because a package made from one widely accepted plastic is usually easier to recycle than a pouch built from several bonded materials. At the same time, retailers and startups are revisiting refill stations, reusable takeout containers, and returnable packaging in closed-loop systems.
Compostable packaging is another area of interest, especially for food service. But industry groups and waste experts say it works only where industrial composting exists and labeling is clear. In practice, the future may be less about finding one miracle replacement and more about matching each package to the food, the local waste system, and the real habits of consumers.
5. What comes next may look less dramatic than the plastic boom, but it could matter more
The next decade is likely to bring gradual change rather than a sudden end to plastic. Food companies still need packaging that is affordable, safe, lightweight, and compliant with food-contact rules. For many products, especially meat, dairy, sauces, frozen foods, and e-commerce shipments, plastic will remain hard to replace quickly without affecting cost or shelf life.
What is changing is the standard for what counts as acceptable packaging. More companies now face pressure to prove that a package can actually be recycled, reused, or reduced, not just marketed as sustainable. Shoppers are also getting more familiar with terms like post-consumer recycled content, mono-material packaging, and source reduction, even if confusion remains high at the curb.
For the general public, the story of food packaging is no longer just about convenience. It is about who pays for waste, what tradeoffs protect food without polluting communities, and how much redesign the system can handle. The plastic century is not exactly over, but its easy growth phase is. What comes next will likely be measured in smaller packages, smarter systems, and fewer excuses.
